The formal master plan for the proposed SEZ, scheduled for development in 2029 once power, fibre, transport, skills and finance are connected, and covering the 2030–2051 transformation period.
Overview
The Master Plan is the formal technical document defining the proposed Finance & Technology Economic Zone. It is scheduled for development in 2029, drawing on the SEZ Feasibility Study and readiness assessments, and built on the Shenzhen and Andy Burnham/Greater Manchester methods. It will not claim SEZ status for Nnewi South (that requires formal designation by the competent authorities in the 2030 phase), and it will set out the sequencing of the 21-year transformation period through 2051.
Planned Contents
Proposed geographic area; land requirements; infrastructure, electricity, fibre and transport requirements; anchor industries; financial and technology ecosystem; workforce requirements and skills strategy; investment strategy; governance structure; environmental considerations; financing structure; development-partner strategy; private-sector participation; applicable regulatory framework; the 2030–2051 phased implementation schedule (Build, Scale, Prosper); and risk assessment.

Not yet developed. This document will be published once the 2027–2028 baseline research and infrastructure phases are complete.
