Policy · Draft

Anambra Shared Prosperity Programme

Version 0.2 · Published 2026-08-07 · Target year 2027

Objective

To put the Anambra Egalitarian-Socialist State Framework into sequenced, dated action: building the platform (Shenzhen lesson) while measuring whether growth actually reaches ordinary people (Andy Burnham/Greater Manchester lesson).

Description

The Egalitarian Economic Development Bill and the Good Employment Standard Bill are proposed as Anambra State legislation, applying statewide. This programme is how Nnewi South I, as the sponsoring constituency, leads their rollout, bringing institution-building, data transparency and job-quality standards together rather than treating them as isolated initiatives.

Implementation Phases

  1. 1. 2027 · Institutions Established

The Economic Delivery Unit is convened and the Economic Observatory's first indicators are drawn from the 2027 baseline research programme.

  2. 2. 2028 · Standards and Ladder Rollout

The Good Employment Standard opens for voluntary registration and the Enterprise Ladder is adopted across enterprise-support bills.

  3. 3. 2029 · First Annual Shared Prosperity Report

The Observatory publishes its first full annual report on jobs, business formation, investment and who is benefiting from growth.

Institutional Role

Coordinated by the proposed Economic Delivery Unit, reporting to the Nnewi South Economic Development Council.
