A Safety Net That Helps People Move Forward

Objective

To build a Nnewi South I social protection system that provides a floor beneath people facing hardship and a ladder above them toward independence, never a permanent substitute for economic opportunity.

Description

A society cannot call itself successful when hardworking families can fall into extreme hardship simply because they became sick, lost an income, became elderly, lived with a disability, or faced circumstances beyond their control. Government has a responsibility to protect people when they are vulnerable, but social programmes should do more than provide temporary relief. They should help people regain their independence, build their capabilities and participate in the economy: from vulnerability to security, from security to capability, from capability to economic independence.

Implementation Phases

1. 1. Floor & Ladder · Protect, Then Help People Build Upward

   A floor that protects people from destitution, and a ladder that gives them the opportunity to rise, different problems (illness, job loss, disability, old age) met with intelligent, targeted responses, not a one-size-fits-all handout.

2. 2. Families · Supporting Families Through Crisis

   Targeted assistance for households facing serious hardship, connected where appropriate to healthcare, education, nutrition, skills, employment and enterprise opportunities, transparent and based on clear criteria, not political connections.

3. 3. Children · Our Children Deserve a Fair Start

   Where a child is born should not determine the quality of their future. Children from poorer households should have access to the education, healthcare, nutrition and digital tools necessary to develop their abilities, economic policy, not just compassion.

4. 4. Youth · Pathways, Not Handouts

   School → skills → apprenticeship → certification → employment → entrepreneurship. Social policy connects directly to the technical education, apprenticeship and youth enterprise pipeline rather than standing apart from it.

5. 5. Women · Economic Security for Women

   Skills, finance, digital payments, cooperatives, markets and enterprise opportunities, with practical support for childcare where it is a barrier to participation. The goal: more women earning, owning, saving, investing and building businesses.

6. 6. Elderly & Vulnerable · Dignity for Elderly and Vulnerable Citizens

   Older citizens, people with disabilities and others who face significant barriers to economic participation deserve dignity and appropriate support: healthcare, community support, accessibility and social assistance where necessary.

7. 7. Accountability · Never Political Patronage

   Clear eligibility rules, transparent funding, monitoring and public reporting: who is eligible, what is being provided, how much is being spent, how many people benefit, and whether the programme is actually improving lives.

Institutional Role

Coordinated by the Office of the Member representing Nnewi South I with the relevant Anambra State ministries responsible for health, education, women's affairs and social welfare, and connected directly to the Primary Healthcare Revamp Programme, the Anambra Skills-to-Jobs Programme and the Local Markets and Enterprise Programme.
