Nnewi South Finance & Technology Economic Zone Vision 2030

Version 0.2 · Published 2026-08-07 · Target year 2030

Overview

Sets out the long-term objective of establishing the infrastructure, human capital, institutional capacity and investment framework necessary for Nnewi South to pursue formal designation as a Finance and Technology Special Economic Zone, subject to applicable Nigerian law and approval by the relevant authorities. The approach is built on two methods: the Shenzhen method of building the economic platform (infrastructure, industrial clusters, investment mechanisms) before industrial activity accelerates, and the Andy Burnham/Greater Manchester method of connecting that growth to good jobs, skills, transport and public services so it is not concentrated in one place. Preparation and establishment run 2027–2030; the transformation period runs 2030–2051, sequenced as Build (2030–2037), Scale (2038–2044) and Prosper (2045–2051). Full technical document in preparation; see Vision 2030 and the SEZ Master Plan for the current level of published detail.

Key Themes

  • Built on the Shenzhen method (build the platform) and the Andy Burnham/Greater Manchester method (spread the opportunity)
  • Finance + Technology + Business Services + Industrial Technology clusters (proposed, not existing tenants)
  • A 21-year transformation period, 2030–2051: Build → Scale → Prosper
  • 2030 is not the end of the project; it is the point where formal designation is pursued and the 21-year transformation begins
  • Formal designation pursued only through the legally applicable process
