Anambra State Local Enterprise Development Bill

Purpose

To provide structured support to petty traders, artisans, farmers and microbusinesses in registering, accessing information and building basic business capability.

Problem Statement

Most microenterprises across Anambra State operate informally, without business registration, financial records or structured access to market or pricing information, which limits their ability to access finance or scale.

Legislative Objectives

• Provide registration assistance for petty traders, artisans, farmers and microbusinesses.
• Deliver basic financial-literacy and digital-payments training.
• Publish accessible market information to support business decision-making.
• Improve microbusiness access to relevant procurement opportunities.

Definitions

Local Enterprise

A petty trader, market trader, artisan, farmer, microbusiness, cooperative or youth-led business operating within Anambra State.

Proposed Provisions

1. 1.A registration-assistance service to help Local Enterprises complete applicable federal and state business registration.
2. 2.A structured financial-literacy and digital-payments training curriculum.
3. 3.A public market-information channel drawing on Business Census data.
4. 4.Coordination with the Public Procurement and Local Enterprise Participation Bill on procurement access.

Institutional Responsibilities

• Relevant State ministry responsible for commerce, trade and cooperatives, statewide.
• Partner cooperative associations to deliver registration and training support, with the Office of the Member representing Nnewi South I coordinating local delivery.

Financing Implications

Primarily a service-delivery and coordination programme; costs are largely staffing and training-delivery costs, supplemented by development-partner MSME-support grants where available.

Implementation Mechanism

Piloted in 2027–2028 alongside the Business Census, using outreach at priority markets across the State, beginning in Nnewi South I.

Monitoring Mechanism

Tracked under the Business category of the Accountability Dashboard: enterprises supported, businesses connected to markets.

Expected Outcomes

• More Local Enterprises formally registered and eligible for finance and procurement opportunities.
• Improved basic financial management among microbusinesses.
• Better-informed trading decisions through published market information.

Legal Considerations

This proposal is intended to operate within the legislative competence of the Anambra State House of Assembly and in conformity with applicable federal law, including the Constitution of the Federal Republic of Nigeria, the Land Use Act, the Public Procurement Act and relevant sector legislation. Final drafting will be reviewed by legislative counsel prior to introduction.
